The interim auditor general says the Harper government spent 50 million dollars on G-8 and G-20 summit-related projects without telling Parliament, and without any paperwork. The money was taken from a fund that Parliament approved to reduce border congestion.
Foreign Affairs Minister John Baird justifies the government's actions by saying the money had to be found quickly because there was a recession underway.
